FEBRUARY 2018 READING ICON: Sen. Win Gatchalian

The PLV University Library is now featuring Sen. Win Gatchalian as its Reading Icon for February 2018. The Department is very grateful that he willingly shared ten of his books from his personal shelf collection. Here, PLVians and other Library visitors may learn more about being a legislator and the many facets of leadership. Let us learn more about him through this brief introduction:

"Sen. Win is among the fresh new faces of the Senate. He has fifteen years of experience in public service during which he has led the change to achieve genuine education reform and to make inclusive growth a reality for all.

Under his professional and innovative style of leadership during three consecutive terms as chief executive, Valenzuela City was transformed from a sleepy factory town into a first class city—recognized by the Galing Pook Award as a Center for Innovations and Excellence in 2012, by the Philippine Chamber of Commerce and Industry, Incorporated as the Most Business-Friendly Local Government Unit in 2012, by World Bank as Business-Friendly City in the country in 2011, and by the prestigious National University of Singapore for innovations that made business transactions and tax collections faster and more efficient.

His distinct brand of leadership has earned him countless accolades, including The Outstanding Young Men (TOYM) Honoree for Public Service from the Junior Chamber International Philippines in 2011 and Manila 40 Under 40 International Development Leaders by the Development Executive Group (DevEx) in 2013. A steadfast advocate of education, he has fought for the Filipino's right to quality and accessible education by championing the consolidated Senate bill titled Affordable Higher Education for All Act”—a landmark bill which would fully subsidize tuition fees in all state universities and colleges for all deserving Filipinos. As the Chairman of the Senate Committees on Energy and Economic Affairs, respectively, his pro-consumer leadership has put him at the forefront of crafting reforms which will establish a stable, affordable, and sustainable Philippine energy supply, serving as a catalyst for genuinely inclusive growth through full industrialization and empowerment of MSMEs."
