Arnel, who hails from Barangay Marulas, was awarded the Gawad Pio Valenzuela for Excellence in Government Service in 2009. Atty. Arnel Jose S. Ba ñas is the Deputy Secretary for Administration and Finance of the Senate of the Philippines since 1998. Because of his outstanding contribution to public governance, he became the recipient of the Gawad Pio Valenzuela Award for Excellence in Government Service in 2009. Atty. Ba ñas is the president of the Hubert H. Humphrey Alumni Philippines since 2015 and is on his third consecutive term. He had his Humphrey Fellowship (Human Resource Management) at the University of Washington in 2007-2008. Moreover, he is also a past President of Kythe Foundation, Inc. a non-profit, non-stock organization aimed towards improving the quality of life among children with cancer and other chronic illnesses.
